UK Councils Intend to Dispose of Social Clubs and Sports Centres to Balance Books

According to a latest survey of municipal councils, UK councils are preparing to offload social clubs, sports centres, and retail spaces as they bet on a fire sale of properties to stabilize finances.

Increasing Fiscal Pressures Prompt Asset Sales

The Key Cities Group representing major urban areas in England reported that six out of ten of councils are planning to sell assets to meet the escalating costs of adult and children’s social care.

Local governments have in the past faced criticism for selling public land and open spaces to shore up their budgets, but they argue they must proceed to raise vital cash from asset sales or face insolvency.

This coalition said that a significant number of councils attempting to generate funds from a fire sale of holdings marked “a clear change from 2024, when the largest share (six in ten) of municipal officials said they would focus on restructuring services and utilising savings to weather growing financial challenges.”

Specific Examples of Planned Sales

One local authority in southeast England said its asset disposal plan included the disposal of a shopping centre in a local town and a social club in Rochester to raise 20 million pounds over the next half-decade.

  • Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all generate rent for Medway council, will also be sold under the strategy.

Local Levy Rises and Wider Fiscal Pressures

The survey of local authorities in the coalition, which includes several urban centers, further found that more than 70% of councils will need to raise council taxes next April to cover the growing cost of essential services, higher levels of homelessness, and a persistent accommodation deficit.

Medway council said it will press ahead with property disposals after steep rises in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are adopting innovative approaches but certain measures require time to achieve both improved services and cost efficiency,” stated a council leader.

He added: “There are demographic pressures which will continue to add to the strains we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”

National Trends and Forecasts

A survey of regional authorities this week further found council budgets being strained by the increasing figures of children and adults requiring special educational assistance.

The County Councils Network said that local shortfalls will reach £4.4bn a year by 2029, as they grapple to cope with increased demand.

Ministers have delayed scheduled changes to the Send system until next year after a policy document setting out those reforms has been postponed.

Deprivation and Financial Gaps

Based on the most recent deprivation measures (the Index of Multiple Deprivation) for UK local authorities, several participating urban areas were included in the most disadvantaged in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 nationally under the 2025 deprivation indices,” noted the study.

“Although only one key city is in the top 10 for disadvantaged communities countrywide, cities are much more prone to be in the most deprived fifth of England. The data highlights the scale of challenges confronting local leaders across key cities in the coming year,” the analysis concluded.

“Council officials have been clear about the necessity for a fair and sustainable funding system that reflects and responds to the real levels of deprivation and need,” stated a council leader.

“Lacking this, councils will persist to face impossible choices around which essential services to fund, and which to cut, to the detriment of their residents.”

A fifth of local authorities have cut or compromised care services in the last year, the study found.
